This loco was built in 11/1978 with EMD serial number 786157-12. She was built as a freight roadswitcher, model GP38-2. She was not assigned a name.

She became GTW 5861 in the early 1980's when GTW obtained 8 GP38-2 units from the defunct Rock Island.
