This loco was built in 9/1976 with EMD serial number 756136-14. She was built as a freight roadswitcher, model GP38-2. She was named Glenn L. English.

She became MP 2251 in the early 1980's when MP obtained 52 GP38-2 units from the defunct Rock Island.
