This loco was built in 2/1964 with EMD serial number 28931. She was built as a freight roadswitcher, model GP35.

She was renumbered to MP 2521.

She was rebuilt to a GP35M by removing her turbocharger making her functionally a GP38 in a GP35 carbody. She was renumbered MP 2610.
