This loco was built in 1/1964 with EMD serial number 28785. She was built as a freight roadswitcher, model GP35. While she was an MP locomotive, she was assigned on paper to the T&P and carried small sub-lettering on her cab. She did not feature dynamic brakes.

She was renumbered to MP 2513.

She was rebuilt to a GP35M by removing her turbocharger making her functionally a GP38 in a GP35 carbody. She was renumbered MP 2607.
