This loco was built in 2/1957 with EMD serial number 22698. She was built as a freight road switcher, model GP9 with a high short hood and no dynamic brakes.

She was retired, sold to ICG, rebuilt by Paducah Shops to a GP10 and became ICG 8396 in 8/1976.

She became IC 8396.
