This loco was built in 3/1956 with EMD serial number 21490. She was built as a freight roadswitcher, model GP9 with high hood and dynamic brakes.

She was retired, sold to ICG, rebuilt to a GP10 and became ICG 8444 .

She became PAL 8444.

She became MNL 17.
