This loco was built in 6/1964 with EMD serial number 29547. She was built as a freight roadswitcher, model GP35.

She was renumbered C&EI 654 at some point.

She became MP 2551 at some point.

She was rebuilt to a GP35M by removing her turbocharger making her functionally a GP38 in a GP35 carbody. She was renumbered MP 2615.
